the person apologising is either:
1)acting that his chinese v big
2)acting that he very magnanimous to make the sacrifice so that can 风平浪静 , making the other party look unreasonable
3)total insensitivity & no socializing sense

well, those are the possible reasons
& i doubt there are any positive reasons anw
